Returns the rightmost minimum matched characters in the network portion in reversed order

Remarks

Returns the rightmost minimum matched characters in the network portion in *reversed* order

This can be used to do a database lookup against the column that stores getStrippedReversed()

Returns null if phoneNumber == null
