#ACTION_CARRIER_CONFIG_CHANGED
is broadcast once on device bootup and then again when
the device is unlocked.

#ACTION_CARRIER_CONFIG_CHANGED
is broadcast once on device bootup and then again when the device is unlocked. Direct-Boot-aware applications may use the first broadcast as an early signal that the carrier config has been loaded, but other applications will only receive the second broadcast, when the device is unlocked.
This extra is included in #ACTION_CARRIER_CONFIG_CHANGED
to indicate whether this is a rebroadcast on unlock.
