Cause

Mailbox Quota has exceeded on target database or target Mailbox 

Resolution

Increase Mailbox quota Target database or mailbox

Set-Mailbox -Identity "Ayla Kol" -IssueWarningQuota Unlimited -ProhibitSendQuota unlimited -ProhibitSendReceiveQuota unlimited -UseDatabaseQuotaDefaults $false
