Windows Remote Management is not enabled.
Impact
Remote clients cannot use access-denied assistance.
Resolution
Ensure that Windows Remote Management is enabled or disable access-denied assistance.
You can enable Windows Remote Management with the default settings by using the command prompt.
To enable Windows Remote Management
From a command prompt, type winrm quickconfig and then press ENTER.
When prompt to make these changes, type Y and then press ENTER.
