Message "TFS10139: The following check-in policies have not been satisfied" comes in VSTS2010

Got this message after the upgrade from VSTS 2008 to VSTS 2010 while checking in a file. The message disappeared after installing "Team Foundation Server Power Tools April 2010" from the below location.
