Microsoft Announce the "Dublin" Application Server
With the announcement of Visual Studio 2010, one thing that was not highlighted as much as the announcement of a new application server technology, codenamed “Dublin,” that will surface in Windows Server. This was combined with discussions about new enhancements to Windows Communication Foundation (WCF) and Windows Workflow Foundation (WF) technology. A lot more will be discussed about this at the Microsoft Professional Developers Conference in 3 weeks time. Time to register.
This will help in the development of composite applications, particularly the need to build, deploy and manage a variety of Web services. The enhancements to the core .NET technologies include new messaging and REST (Representational State Transfer) capabilities in WCF, new workflow models, seamless integration between WF and WCF to support stateful and conversational services, and a new visual designer. But the main part that we are talking about here is a standard host for applications that use workflow or communications.
From a bits perspective, at the PDC, we will deliver CTPs (Community Technology Previews) of the enhanced and new technology for building composite applications: WCF 4.0, WF 4.0 and "Dublin".
The WCF REST Starter Kit is an early preview of capabilities that will be shipped with WCF in the .NET Framework 4.0. This provides project templates for common RESTful scenarios: REST Singleton Service, REST Collection Service, Atom Feed Service, Atom Publishing Protocol Service and HTTP Plain.

I think that they are still there, but Dublin is specific for running Web Service applications which support WCF and WF.
