If you want to provide users without Visual Studio installed on their machines with the Excel add-in for VSTS/Azure DevOps (its the same add-in for Team Foundation Server) you may do so by having these users go to the Visual Studio downloads page and in the "Other Tools and Frameworks" section, and from there download and install the "Team Foundation Server Office Integration 2017" component.
