SP_MP_Control_Manager gives erros that WebDav is not configured correctly

Turns out the file does not always update even though you may have updated the settings via the IIS manager. The steps here fixed the issue I was experiencing in my SCCM 2007 SP2 R2 instalaltion with Windows Server 2008 R2.
