I know it's over two years of this answer, but your answer is wrong.
A fresh install of Windows 2003 DOES NOT have “slmgr”.
Trying to execute the above gives the error:
'slmgr' is not recognized as an internal or external command,
operable program or batch file.
To use slmgr you need, first, to download it and install it from Microsoft (x86, x64).
Then it will be available, but this is an old version.
I tried it recently, and was unable to activate a fresh install of Win Server 2003.
