Hello dear support , is it possible to contact skype users ( personal basic skype accounts not from our organization ) from Teams ?

can you use skype for personnel use
It is, yes, as long as it's allowed by your company's policies. Admins can control this functionality as detailed here: https://learn.microsoft.com/en-us/microsoftteams/teams-skype-interop

As michev said above, you could go to Org-wide settings > External access, and then turn on Users can communicate with Skype users in Teams admin Center.
