How Anchor Locate Requests (ALR) are located (is it per users that find that anchor or the times anchors are created???

I'm using the "Integrating Azure Spatial Anchors into a shared experience" sample for HoloLens and iOS devices, and I want to know how ALR are counted here, in the other page it says that its located based on AnchorLocateCriteria class,
so is it located when a user Creates an anchor and shares its ID, or each time a user finds this anchor based on GetazureAnchor() method?????
for example let's say I'm the host and I create an anchor and 6 users join the room and find this Anchor, will my ALR be one Or 7 for each user in the room using that anchor?????
