I am trying to boot Hyper V VM in safe mode but as soon as I hit reboot, it immediately starts booting and do not give time to press F8. I have already set "Startup Delay" 20 seconds.

It may take a few tries but from the console session F8 repeatedly will work. Another option from msconfig

I swear these MS forums are so useless, 99% of the time you'll never find a solution to anything. Anyway, to start a VM in safe mode you need to modify the settings of the VM. In Hyper-V Manager select Settings, then go to Automatic Start Action and set a startup delay there. Now you'll have time to press F8 otherwise it defaults to 0 and there's no way you'll ever be able to bring up the menu to get into safe mode.

I think Scott Wilson hit the nail on the head hear.
Everyone wants to sound clever and give long winded work arounds when 99.9% of the time it is just a simple little thing that will resolve 99.9% of the issues.
I have been managing domains/forests for over 25 years and must agree, you chances of finding any decent answer on the MS forums is a fat waste of time. Dr Google gets better results.
By the way Scott had the right answer, not all this other clever sounding issues.

I read Mohd's post as repeated re-starting the VM to try and get into the Advanced Boot Options.
The setting being referred too is about delaying the start the VM when the Host is starting. As he's not restarting the Host, this doesn't help him.
Windows 10 and Windows 11 will give the option to enter Advanced Boot Options if the VM is repeated started, allowed to boot and then turned off (not shutdown). This working equally with a desktop, laptop or VM. I don't know if this it true for Server, and we don't have the actual OS mentioned in Mohd's post.

F8 would not execute on the VM from within HyperV Manager. We tried lots of key combo's and finally had success with the Windows Key + F8. -FYI
Actually, I am trying to boot a DC in DSRM mode and that DC had some problem, I am not able to ping or login. And you know if DC is not reachable then you will not be able to login with any credential until you restore it so I am trying to restore by going in DSRM mode. So OS method will not work for me

Since there is no way to delete this question, I am accepting answer but it did not work. However, if you shutdown the VM twice , thrice, or may be four times then one time, MS Windows will allow you to press F8 but it is not really something safe which we can follow.
Not sure what to say, I have done this several times without too much of an issue.
If you repeated Start, and when boot has completed, Turn Off (not Shutdown), the OS will give you the option to go into the advanced options dialogue. Not sure how many times in a row you need to do this, but it will work with Windows 10 and Windows 11 as of mid-August.

I know this is an old question, why not just hit shift and rhen restart?
