Regarding of your issue, the conditional forwarder is required. The conditional forwarder allows you to specify a specific DNS server for clients trying to resolve hosts in a specific domain.
I have done a test in my environment and here is the result for your reference.
My environment info:
DC1/DNS server hosted zone: sunny.com
DC3/DNS server hosted zone: test.com
Win10 client joined domain sunny.com
Our goal: Win 10 client needs to resolve a A record in DC3
I configured a Conditional Forwarder on DC1 as below
And now, test.com can be resolved on Win 10 client
