How can I make a game engine like RPG Maker mv in VB.net or C#?

I've watched many tutorials on the subject, but they were all how to make a "game" instead of making a "game making" engine. I just wanted to ask about this. are there any good tutorials or documents on this subject. Please give me any ideas, or send me links to videos/documents. Any help in this project would be awesome.
