According to my research, OneDrive admin settings have moved. To learn where to find them, see Find OneDrive admin settings.
You can try to the following steps to manage permissions for certain users
1.Go to the Microsoft 365 admin center as Global Admin.
2.Users >> Active users >> find and select the user that you want to manage
3.On the User Details Panel, click on OneDrive >> Create link to files
4.It will auto generat a OneDrive link, click on this link. Then, you can access this user's OneDrive.
5.On the OneDrive page, click on Return to classic OneDrive
6.Click Settings >> Site settings >> (Users and Permissions) Site permissions. You can add/remove/modify user permissions
