Windows Server 2016 - Cannot Add MSMQ Server Role

Had to install the MSMQ Server feature but when it starts to install. It gives error of "Pending reboot".
Did Pending Reboot several times, but no luck in resolving the same.

Followed various troubleshooting forums as per below points -

  1. DISM - scan health, restore health - No reported error on sfc /scannow > There were no corrupted files.
  2. Installed June 2021 Update - Unable to resolve the same after the server update.

To cross verify add roles and features -

  • Tried the installation of MSMS Feature - MSMQ and HTTP, which installed correctly and successfully from PowerShell, but no luck in MSMQ Server Feature.
  • After that there was a service - Messaging Queue in services which when made to start gave - Access Denied error.
  • Then same Feature which were installed successfully were removed as service was not running after so many attempts.

Please if someone can direct on the same to resolve it promptly, it would be great.

    The issue is now resolved as we followed other MS forum thread to resolve pending reboot thing -

    After this we successfully installed MSMQ Server role.

    Hi,
    1.Your system file still may failed (such as related feature/role file or Windows Update file).
    I suggest that repair install by running setup.exe from the root of install media. You need to obtain Windows Server 2016 installation media or ISO. Just like the information below:

    2.You mentioned Messaging Queue in services which when made to start gave - Access Denied error. You may not have enough permission when running the service, so the system may not be able to write some related MSMQ file to folder. You may use your administrator account to install, or you can give your installation account full control permission.
