Had to install the MSMQ Server feature but when it starts to install. It gives error of "Pending reboot".
Did Pending Reboot several times, but no luck in resolving the same.
Followed various troubleshooting forums as per below points -
To cross verify add roles and features -
Please if someone can direct on the same to resolve it promptly, it would be great.

The issue is now resolved as we followed other MS forum thread to resolve pending reboot thing -
After this we successfully installed MSMQ Server role.

Replying to both IshuSingh-3360 and CarlFan-MSFT,
I can say that the issue may not necessarily be resolved,
I have just recently seen on a brand new Windows Server 2019 deployment that had been updated at the end of October 2021 with all the current windows updates available, we can install the MSMQ (MSMQ) Activation feature under .NET Framework 4.7 Features which installs Message Queuing Feature and Message Queuing services successfully BUT.... after installing the November 2021 windows updates, we are not able successfully install the MSMQ features, Windows continuously reports that the feature can't be installed because the server is pending a reboot. I tested this on a vm, taking snapshots prior and post Nov 2021 windows updates. Something in the Windows updates are breaking the MSMQ feature installation ability in both Windows Server 2016 and 2019. I have tried mounting the windows iso and performing a repair which sometimes works and sometimes doesn't. If the Windows repair does work and allows for the MSMQ feature installation to complete successfully without the message "...feature can't be installed, server reboot is pending", after rebooting the server, the Message Queuing service will not start, it will indicate a timeout. This is not good, if this continues and I can't find a resolution I may have to open a MS Support Case.

Hi,
1.Your system file still may failed (such as related feature/role file or Windows Update file).
I suggest that repair install by running setup.exe from the root of install media. You need to obtain Windows Server 2016 installation media or ISO. Just like the information below:

2.You mentioned Messaging Queue in services which when made to start gave - Access Denied error. You may not have enough permission when running the service, so the system may not be able to write some related MSMQ file to folder. You may use your administrator account to install, or you can give your installation account full control permission.

This issue is on Production server. We are replicating it to troubleshooting environment. Will try repair part, but before this DISM check and scan was successful, just to let you know.
Regarding second point - We did all the work from Administrator User [Local and Domain] with all required permissions, still no luck.

Yes, dism and sfc command was successful. These two commands are usually online fixes. As far as I know，using ISO file to perform a In-place upgrade or using dism command with ISO file to repair offline always could fix more system file issue. Online commands, however, cannot be fixed. Because the general ISO file is the original file of the system.
This issue is on Production server. So as you said, it should be tested in the test environment first.
In addition， for the service could not be start with access deny, you could try to use Process Monitor tool to capture the trace when start and stop the service. You could check the trace about which process access deny.

I have full administrative permissions on the server, yet I can only see 3 queues listed, but I have over 15 queues passing messages but cannot access them because I can't see them listed. I'm trying to set the permissions on the queue to remotely send/receive interface data to this server. I created a queue on this old server, yet I cannot see it after I created the queue. I've been researching this problem for weeks without any clue as to what is going on here.
