Goal is to transfer pictures from a USB hard drive to a USB flash drive in Windows 10 2004 File Explorer. All are known good devices. When I plug in an external hard drive in a USB it shows up as expected in File Explorer. I then plug in a USB flash drive, the hard drive disappears in File Explorer and the flash drive doesn't show up. But the flash drive shows up in the ICON for "Safely Remove Hardware and Eject Media". When I safely eject the flash drive and remove it, the external hard drive doesn't reappear unless I restart windows and reopen File Explorer. I've tried plugging in two different USB devices one after the other and the same thing happens where the first one disappears and the second one never appears. I have downloaded all the Windows 10 2004 updates without resolve. This issue is repeatable with the same results. How do I fix these issues?

Might check the disks have unique drive letter assignments in Disk Management.
