exe running on azure

I have an application windows that acts as a small webserver (.exe file) I want to deploy on azure with port 80 open ...is this possible do I get a fixed ip address and what is the cost/ options

    Azure App services might be suitable for you

    https://portal.azure.com/#create/Microsoft.WebSite

    You will get a url to access the application finally. If your requirement is to have a dedicated IP address, you need to publish the app services in a custom domain.
