Web Job Publish issue

Hi Team,

I have tried to publish a web job through Visual Studio in VM , I am getting error "Could not connect to the remote computer and Error_Destination_Not_Reachable"

When I am checking App service->Web Jobs, It showing Warning:
"Network access to this resource might be blocking API operations".

I can't able to create new Web Job.

Kindly help me on this.
