Migrating TFS 2008 to SQL 2018 DevOps

Hello,
We are migrating our current TFS which resides in Windows 2008 and database resides into SQL Server 2012 to new Windows 2016 server and Sql Server is 2017.

What is the best method to migrate current Sql Server Databases for TFS and installing DevOps into new server?
I have already installed Sql Server 2017 into our new Windows 2016 server.
Now I need to migrate the databases and need to install DevOps (TFS) so what will be the migration/installation path I should follow?
Do I need to install Reporting functionality (Reporting Server)?
Is it Workspace, pending changes (We might ask developers to finish the changes), Shelving need to consider?
