how to clone Azure directory

I wonder whether any one here can tell me how to clone an existing Azure directory to a new directory? I have cloned a CRM instance, and would like this new CRM to link to this cloned directory. By cloning the directory, I hope users' B2C objective ID and passwords stay the same.

There is no out of the box solution for cloning, in fact cloning is not allowed. All users should be unique across.

It’s possible but you need to develop an application.
