We have exchange server 2019 and windows version 2019. Server manager refresh failed and Data retrieval failures occurred of exchange server. I'm having the same issue, but neither the PowerShell nor the CMD commands listed worked.

I'm having the same issue, but neither the PowerShell nor the CMD commands listed worked. Still Atomatic Refresh completed wth one or more warnings message . AD CS IN RED, AD DS IN RED , DHCP IN RED , DNS IN RED , FILE and Storage in Red .

You can set a larger MaxEnvelopeSize to avoid the first error.
Run these commands in Powershell(Administrator) to check and then set the value:
dir WSMan:\localhost
Set-WSManInstance -ValueSet @{MaxEnvelopeSizekb = "1000"} -ResourceURI winrm/config
Then re-open the ServerManager and check the result.
As for the second error, try these commands in CMD(Administrator):
cd C:\Windows\System32\wbem\AutoRecover
for /f %s in ('dir /b *.mof *.mfl') do mofcomp %s
