SQL Server Max Memory not being respected Azure VM

I have an Azure VM - Standard DS14 v2 (16 vcpus, 112 GiB memory) - That is used to run one instance of SQL Server. The Max Memory for this instance is set at 100,000 MB. The target memory in perfmon is around 110 GB and the total memory is 80 GB. I am not sure what configuration to change to ensure that the 100 GB of memory configured for max is respected.

    @John Puttman have you stopped and restarted the instance? Memory limiting is only observed after restarting
