Azure Repo PR Approval and Rejection

Question

In Azure repo when PR is raised with the following scenarios.

if there are 3 reviewers, 1 approval + 2 empty also should allow the PR to merge.

if there are 3 reviewers, 1 approval + 1 empty + 1 rejection should not allow to merge the PR with master.

Is it possible to do ??
