Adding Compute VM in ML training project fails

I am new to Azure ML and wanted to execute https://learn.microsoft.com/en-GB/azure/machine-learning/tutorial-1st-experiment-sdk-setup.
I have a pay as you go subscription and no VMs/DBs/... active.
When I create as per guideline a compute resource I get an error message that my quota is 0 whatever vCPU type I select
When I cross check in subscription-quotas nearly every vCPU type has a quota greater than 0 e.g the "Standard D family CPU". Still it is not working when I select a standard D2 in the machine learning portal.

2020-04-13T13:21:03.643+00:00 Motivated by your question I performed all steps from scratch with "eastus". Same result, creating a compute resource (Standard_D3_V2) led to
"The specified subscription has a total vCPU quota of 0 and is less than the requested compute training cluster and/or compute instance's min nodes of 1 which maps to 4 vCPUs"

2020-04-13T13:45:52.083+00:00 And finally I also created manually a VM. After VM was up and running I went to Azure ML and tried to add it to the workspace/notebook. Result: "No compute asset found"

after creating a support ticket to increase the Quota for Type D CPUs and to check for soft quotas everything worked fine today, my vCPU is up and running, experiment done.
