Thanks @Sumarigo-MSFT . But I see in Sample Alerts Queries in your link, there is no a query for VM running in hour. Can you more help to this?

The first link in the post of Sumarigo-MSFT points to a similar question in stackoverflow forum shows a possible solution:

A running VM in Azure is sending a heartbeat every minute (60 heartbeats per hour).
The trick is multiply 60 heartbeats with the "x hours" = Threshold value for the condition (for instance 60 HB x 8 hours = 480)
