[Store app submission] In which markets can one submit paid apps?

says:

"In certain markets, developers can only submit free apps. If your account is registered in one of these markets, you will not have the option to set up a payout account."

But "certain markets" links to this page

where there is only a list of regions/markets that one can registered as developer in, but there's no info on which markets allow submission of paid apps and which only free apps. I remember there's a page that did provide such information but I cannot find it now. Could anyone shed some light on this?
