Was also having this issue and I can confirm disabling the ad-blocker fixed it.
Can't Create Resources with Azure Portal "Something went wrong" error
I am new to Azure and I have a pay-as -you-go subscription.
Suddenly, I can't create resources via the portal. For example, If I choose to create a new VM I am getting "Could not create Virtual machine" "Something went wrong while creating Virtual machine." (see attached image).
This is not specific just to creation of VMs.
There is a slight workaround, for example, I can choose to create "Windows Server 2016 Datacenter Windows Serve" which does take me to the VM creation page (and I can create the VM like this).
I tried to wait, but the problem persists.
What can I do?

For more info, i had uBlock origin ad blocker which may have been updated. The domain that was being flagged was azure azureedge.net from what i can see.
Specifically this filter: @@||catalogartifact.azureedge.net^$xmlhttprequest,domain=portal.azure.comRather than turning off adblocker altogether, i created an allow filter for: @@||catalogartifact.azureedge.net^$xhr,domain=portal.azure.com
