Why does the deployment show a quota of 0 for this model in all regions despite access no longer being restricted?

- The official website indicates: "Access is no longer restricted for this model." Why does it show a quota of 0 during deployment, regardless of the region? Is this a bug?

- From this page (https://learn.microsoft.com/en-us/azure/ai-services/openai/concepts/models?tabs=datazone-batch%2Cstandard-chat-completions), it seems that deployment is possible in both Global Standard and Data Zone Batch. However, I can only deploy in Data Zone Batch. Is this expected?
