Microsoft's guidelines specify that these addresses must be distinct to prevent potential mail loops and ensure proper handling of journal reports.
To resolve this error, assign a different, dedicated email address
for the JournalingReportNdrTo
parameter that is not used as a recipient in any journal rule. This separation ensures that undeliverable journal reports are correctly routed without conflicts.
