There can be multiple reasons why you can't achieve the VPN connection, and a troubleshooting can help on this. I would suggest the following steps:
- Reset Virtual Network Gateway: For resetting the Gateway, you may open the following 'Reset' button in your VPN gateway blade.
If the above reset is not helping, more troubleshooting may need as below
- Enable Azure VPN Diagnostic Logs to get more details. Check the P2SDiagnosticLog to get more details of the root cause.
- You may also set-up a packet capture for you VPN Gateway to reach the exact issue
