Data Box is only available for Enterprise Agreement (EA) and Cloud solution provider (CSP) subscription offers. If you don't have either of these subscription types, you can contact Microsoft Support to upgrade your subscription. You can Use Azure Import/Export service by shipping your own disk drives to securely import large amounts of data to Azure Blob storage and Azure Files.
