Unable to create lakehouses with F64 fabric capacity

Question

I have a Fabric F64 capacity that I requested with my Visual Studio Enterprise subscription. I created the workspace in Fabric and linked it to a Workspace. When I try to add a lakehouse it tells me:

"Upgrade to a paid Microsoft Fabric capacity To work with Lakehouse, this workspace needs to use a Fabric enhanced capacity. You can purchase a Fabric capacity on the Azure portal using your Azure subscription."

Why is this happening?
