in Language Settings, Create new project fails

After creating a new project, a "Failed to open project" popup is shown.

There might be few reasons behind it:

1. You don't have "Cognitive Service User or Contributor role" over the Language resource
2. You might be interacting over a private network and not have sufficient permission to communicate over network.
3. Network configuring on NSG might have missed some required outbound rules. Could you confirm whether it is public or private along the region in usage.
