Does E1 & E3 license allow users to create or use copilot agents?

Question

Most of our users have E1 or E3 licenses and they can use SharePoint, but there can not create Copilot agents, so can they get it? or we need to upgrade their licenses ?

Users with a Microsoft 365 E1 or E3 license can use Microsoft 365 Copilot, but only users with a Microsoft 365 Copilot license can use the Copilot agents. You can use the Microsoft 365 Copilot setup guide in the Microsoft 365 admin center to assign the required licenses to users.
