Can't create resource groups although I'm global administrator of Visual studio enterprise subscription

I have a visual studio enterprise subscription. I am the global administrator. After logging in, when I attempt to create a resource group in the Azure Portal, I get the error "You do not have permissions to create resource groups under subscription xxxx". Apart from that, it seems I don't have basic permissions like looking at billing, or creating any resource for that matter. And my azure monthly credit doesn't show.

    You need owner or contributor permissions to create a resource group.  For more information, see Assign Azure roles using the Azure portal
