Please try following. I doubt that something was wrong with the system environment(network settings).
- Update Windows OS, install all pending updates, make sure that there’s no Windows Update error. Perhaps, there are some update packages for network/Internet. Installing them may work.
- Navigate to this directory
C:\Program Files (x86)\Microsoft Visual Studio
, rename the Installer folder to Installer_backup. Download a new VS setup file, put it into a new empty folder and run the VS setup file as administrator. - Open Edge(web browser), click Settings button, search certificates, click Manage certificates. Find the Untrusted Publishers tab, check and confirm with your administrator and try to remove the untrusted publishers(certificates). Close Edge, reinstall VS. If it’s empty, then skip this step.
- Make sure that programs like antivirus and security management software don't block VS from installing.
- Try additional suggestions from this similar thread: Visual Studio 2019 error – Unable to download installation files, check your internet connection and try again.
