Can't grant SSO access to User

So we're connected to a Enterprise Application named SimplePractice.
We've added users to the app, but it still says "Need admin approval" after trying to log in.
One of our admins was able to use SSO here, but despite adding the specific non-admin user, they are unable to add it.
