I could reproduce this issue, but unfortunately there's no solution to control this textbox border right now. Please report this problem to the Dev Team by sending feedback in Microsoft Edge at ··· menu --> Help and feedback --> Send feedback.
As a workaround, you can enable NewPDFReaderEnabled policy to enable Adobe Acrobat powered built-in PDF reader in Microsoft Edge. Per my test, the textbox does not have any border, which is same as before. Please note that this policy does not apply to personal profile, so if you are signed in with a Microsoft (personal) account in Edge, this policy won't work.
