Quiz question about guest users permission

This is one of the quiz question in the MS learning portal. I dont think any of these 3 answers are correct but the official correct answer is the second one but I doubt it. Any thoughts?

The second option is correct, but in practice, their access depends on Microsoft Entra’s external collaboration settings, which may impose further restrictions. For the most accurate information, I recommend reviewing your organization's Entra settings.
