PROBLEM/ISSUE:
When sharing a file via link form the classic outlook client, the link becomes orange and when hovering over the link we get the following messages: "We couldn't verify that the user has access to the links" and/or "Some recipients don't have access to links in your message"
I have encountered an issue that is happening only with the Outlook Classic desktop app.
Despite of this message, if I send the email, the recipients are able to open the file successfully via the link and I can also see in the "Manage Access" on the file that the users are showing up with access via link.
The default tenant external sharing settings are:
- SharePoint - New and existing guests
- OneDrive - New and existing guests
The default tenant sharing settings we have configured for File and folder links on the SharePoint admin centre is:
- Specific people (only the people the user specifies)
- View
I am using a sensitivity label on the document, but the label is configured with NO Additional settings. There is NO additional settings (defaultsharingscope, defaultsharelinkpermission, defaultsharelinktoexistingaccess) specified for the label, meaning that the label will take the default tenant level settings. Sensitivity Label Settings are:
- Scope - Files & other data assets, Email
- Access control - None
- Content marking - None
- Auto-labeling for files and emails - None
We have tested this on Windows 10 and Windows 11, on the following classic outlook client app on different tenant but we are seeing the same behaviour.

NOTE:
This works fine on the Windows 11 New Outlook app and on Outlook Web. The issues is not seen on the new outlook and on windows web OWA.
Steps taken to share the link:
- Open Outlook App > New Email
- Attach File -> Browse Web Location -> One Drive
- Select the file and the link is inserted in the body of the email
Also, coping the link from the document by clicking share and pasting it in the email also does the same thing.
