    Your current subscription is not eligible for Public Switched Telephony Network (PSTN) and SMS products,” you need to check that your Azure subscription can have phone numbers assigned in the United States.

    In general, for a user to acquire a phone number, there must be an active paid Azure subscription. It is not possible to use phone numbers with Azure free credits. Also, the existence of phone numbers is subject to the location of the billing account of the Azure subscription.

    Confirm that all toll free and local (geographic) numbers eligible under your subscription include, but are not limited to, the Modern Customer Agreement, the Modern Partner Agreement, the Enterprise Agreement, or Pay-As-You-Go subscription.
