when make an update with user address book ( Job title ) from 365 admin center it take 24 hours to update in outlook web and around 4 to 7 days to update in outlook app
The Offline Address Book is updated once every 24h in Exchange Online, thus you can have up to two days delay in reflecting the changes therein. Outlook will then need to fetch the changes, which can add further delay.
On the other hand, changes should be reflected immediately in the Global address list, which is always fetched online from the server.
but when i open owa then i reflect from global address list this mean any update done from exchange online reflect automatically in owa (outlook on web ) and no delay .but i already have a delay in owa
Where in OWA are you looking exactly? The profile card might not get immediately updated, as it reflects data from the Graph. "Real-time" updates will be reflected under People > Directory > (Default) Global Address List.
I mean when I make update in address book from exchange online , and i open outlook on web (owa) the update doesn't appear automatically and it take time.

Well, you are correct. Even the Default Global Address List view I mentioned previously does NOT currently reflect changes immediately, seems Microsoft changed the behavior on this. It now is dependent on some background processes, and nowhere near real-time. It if follows the same process as other profile-related stuff, expect a day (up to 48h) or so in delay.
You can still check the GAL via the desktop Outlook client though. Go to Address Book > select Global Address List from the dropdown > find the user. It should reflect the latest changes to Title and all other supported properties, near real-time. The Offline GAL updates can take few days, as mentioned above.
