Possible Reasons & Fixes:
- Outstanding Charges or Pending Invoices
- Even if your bill shows zero, check if there are any pending transactions or usage-based charges.
- Go to Azure Portal → Cost Management + Billing → Invoices to confirm.
- Linked Services or Dependencies
- If your subscription has active resources (even free-tier ones), you may need to delete them first.
- Navigate to Azure Portal → Subscriptions → Select your Subscription → Resource Groups → Delete any existing resources.
- Enterprise Agreement (EA) or Microsoft Customer Agreement (MCA)
- If your subscription was created under an EA or MCA, you might need to contact your billing administrator or Microsoft Support.
- Role Permissions Issue
- Ensure you have the Owner or Contributor role on the subscription.
- Go to Azure Portal → Subscriptions → Access Control (IAM) to check your role.
- Subscription Still in Grace Period
- If your free trial expired recently, it might still be in a deactivation period. Wait for the subscription to fully expire.
If nothing worked, you could reach out Azure billing and subscription management team by creating a billing support request. Billing support request via Azure portal is free for all Azure customers and doesn't require a paid support plan. Please select 'Billing' under 'issue type' while creating the support request.
