`Let me set a different input method for each app window` doesn't work

Question

I didn't have this issue until a Windows update a few months ago. Previously, when switching between windows, each would remember the input method I used last time. Now, whenever I use Alt + Tab to switch between windows, the input method always changes to Chinese Traditional (my default language), which is not what I want. As mentioned in the title, I already have "Let me set a different input method for each app window" checked, but it just won't work.

You may check the registry value for " Let me use a different input method for each app window" setting, it is stored in the UserPreferencesMask binary value for the HKEY_CURRENT_USER\Control Panel\Desktop registry key, but this UserPreferencesMask binary value is also used for other settings.

I did not use the default input method, so my registry value is as under:
