I accidently removed my access from a file on SharePoint site. I only granted 2 other people the ability to view the file. Other members of the site, visitors, and I won't able to see or access that file. Now, we cannot edit or delete the file because I (the owner of the file) don't have access and the 2 people have read only. Is there anyway I can get my access back?
Hi. You should be able to ask your site collection admin to give you back your owner permission.

just FYI - we have 6 people as site owners including me. I uploaded the file to SharePoint, but my manager wants me to restrict the access to only 3 people can view and edit it. When I test the restriction, other site owners still can access it. Then, I found the advanced settings which I can grant access to specific users (I granted two users with read only) and then remove the Site owners access (so the other 3 site owners can't access it). However, I forgot to grant full control permission to me before I remove the site owners access, and now I can't grant/view/ or edit the file. The 2 that have read option can grant access to me as well.

You could contact with site owner to grant permission on site permissions
And the tenant global admin could also grant site permission to user by go to Active sites in the SharePoint admin center. The global admin could add site owners, admins, members or visitors.

Have you tried to add admin permission on admin center? Per my test, I added a new site admin on admin center and the user have full control to the site now
