Windows Server 2016 rollback after Updates since December (January KB5049993) - Exchange Server

Question

During December i couldn't install the CU for Windows Server 2016.

In January I tried it with the KB5049993 for January - again error.

I researched a lot and found articles like the following:

I tried to turn off the following services on the server and I still get the same error from cbs logs.

WWW-Publishingdienst

WMSVC

MSExchangeADTopology

MSSQL$SQLEXPRESS_SFIRM

SQLBrowser

iqsuitesmtp

iqsuitectrl

POPcon

Log looks like this:
