Problem with 4g usb dongle

Hello
I have a very strange problem with my Huawei E3372-325 4G USB internet dongle. When I start up the PC my dongle can not connect to the internet. I wait and wait and nothing happens. The only thing that makes it work is strangely going in to "device manager" and then clicking on the "dongle", then I click on "events" and then "view all events" and after trying once or sometimes several times it finally connects.
I tried resetting settings. I tried connecting to different USB slots on my laptop. I also tried to restart the dongle time and time again and what I described above seems to be the only solution.
Obviously I also tried waiting to see if it connects automatically after failing the first time.
Why is it like this? I also updated the dongle to the latest settings. I am suspecting this is a windows issue and I would appreciate any help very much!

2025-02-05T15:19:54.8866667+00:00 It is not there. I read on other threads that the newer versions of windows 11 does not have "power management" tab anymore.
