Power BI Report Builder - "This setup requires .NET Framework 4.7.2 installed"

I need to install Power BI Report Builder. I get a message during installation - "The setup requires .NET Framework 4.7.2 installed.".

I've tried probably 5 different things I've found from internet searches to try to get this to work. None of them have worked.

The .NET runtime listed in Installed Apps on the computer is "Microsoft .NET Runtime - 8.0.12 (x64)". The OS is Windows 11.

Is there an official way to get past this issue?
