Issue with Edge Sync

I have Edge setup for Force Sync on a VM device when a user is signed into it via GPO. When first signing into the machine, the user is automatically signed in to Edge and then the browser performs a first-time sync of all their browser information. This sync consistently fails, and the main difference I am noticing from the edge://sync-internals is the 'AAD Account Key Status' will always show as either 'Pack fail' or 'Unpack Fail' and so it is never able to sync.

Everything else looks exactly the same between the working browser machine and the unworking one. I have already tried clearing cache, resetting browser, re-sync, and resetting sync server data. The sync server data reset never actually completes, it gets stuck at various percentages but never fully completes. Any help or indication where the issue is would be super helpful.

    Could you please check if it is a profile-related issue? Follow these steps:

    1. Go to edge://settings/profiles and remove current profile. You may want to back up profile data like favorites (edge://favorites/) first in case of potential data loss.
    2. Create a new profile and sign into your previous account that has sync issues. Turn on sync to check if the problem is fixed.
    3. If the sync problem persists, please consider removing the entire Edge user data folder. Navigate to %localappdata%\Microsoft\Edge on your computer, end all Microsoft Edge tasks in Task Manager and then delete the User Data folder. After that, please create a new user profile and check the sync problem as step 2.
